Play Cowardice and Prodigal Sorcerer. When you put Rising Waters into play the opponent will have a hard time getting the mana to put their creatures back into play. When there is no creatures for the Cowardice+Prodigal Sorcerer combo just tap Prodigal Sorcerer to do 1 damage to opponent. You will slowly win against a creature deck.
